WARREN OUTERBELT
9TH RANKING ROAD PROJECT
Request
Overview:
The
community is
requesting $500,000 to continue development of this project.
Project
Description:
The
Warren
Outerbelt, encircling the west, north and east sides of the City of Warren, was
originally
intended to encircle the entire city. The proposed construction
involves an
extension of the existing Warren Outerbelt from State Route 5 in
western Warren Township
to SR 45 in southern Warren
Township.
This
extension
would be linked directly to the recently built junction of the Ohio
Turnpike
and Bailey Road
in Lordstown
Village,
via the proposed extension of
the four-lane highway on Bailey
Road north to the extension of the Outerbelt. This linkage of major transportation
facilities would open up rural areas in the western part of the county
for new
development and facilitate existing industrial sites. Existing rail
facilities
near this expansion would create several multi-modal enhancement
possibilities.
Project
Cost:
The
projected
cost of the project is as follows:
Outerbelt
Extension: 4 miles at $6 million/mile = $24 million
Bridge
over Duck Creek $1 million
Bailey Road
Extension: 4 miles at $1 million = $4 million
Total
cost: $29 million
Economic
Impact:
By
providing
access to other parts of our region and nation, the project would open
up the
area to new development of industrial or commercial establishments,
such as
regional distribution centers or major factories. This new
transportation
development in western Trumbull
County would
facilitate accessibility to industrial
parks and would mean additional jobs in the Mahoning
Valley, (ie
General Motors, Delphi
Packard Electric, K-Mart
Distribution Center
and three major industrial parks).
By
providing
better access to existing interstates, this project will also improve
energy
efficiency, reduce fuel consumption, improve air quality and decrease
vehicle
miles traveled (VMT). Con-struction of this project will lessen
congestion on
existing parallel facilities and improve travel time and safety
concerns for
local residents. It will also direct truck travel away from the
downtown area.
Current
Status: 12/6/04
This
project had
money authorized under section 1069 of the Intermodal Surface
Transportation
Efficiency Act as a demonstration project.
However, no money was ever appropriated.
