PRIORITY PROJECT #2A
MAHONING VALLEY SANITARY DISTRICT WATER PLANT IMPROVEMENTS
(1st RANKING WATER PROJECT)

Request Summary:  

The request is for $20 million in federal funding for the renovation of The Mahoning Valley Sanitary District Water Treatment facilities in Weathersfield Township, Trumbull County, Ohio.

 

Project Description: 

The Mahoning Valley Sanitary District intends to perform the construction, renovation, and replacement of various water treatment processes and upgrades to the facility.  The existing facilities are approximately 74 years old.

Proposed Improvements to the Water Treatment Facilities and Operations

1)            Addition of two new Settling Basins – These improvements would involve the addition of two (2) new settling basins and the installation and improvements to the chemical rapid mix equipment and chambers.  Estimated Project Costs are $5,500,000.00.  This Project is partially designed with work suspended in 1997.

2)             Re-carbonation System – This improvement calls for the addition of a re-carbonation system to help stabilize the treated water to reduce the buildup of calcium carbonate at the plant and in the distribution system.  Estimated Project Costs are $5,600,000.00.  This project is partially designed with work suspended in 1997.

3)           Rehabilitation of Existing Settling Basin – This improvement would involve the renovation of six (6) existing settling basins.  These renovations would involve repairing the existing concrete tanks, replacing the revolving settling equipment within the tank, plumbing and electrical improvements, and miscellaneous system improvements.  Estimated Project Costs are $11,500,000.00.  This project is partially designed with work suspended in 1997.

4)            Head House (Chemical Building) Chemical Feed Improvements – This improvement would involve the replacement of chemical storage and feed equipment for Lime, Sodium Aluminate, Soda Ash and other possible chemicals used in the treatment of water.  Estimated Project Costs are $6,000,000.00.  This project is partially designed with work suspended in 1997.

5)              Head House (Chemical Building)  Miscellaneous Building Improvements. These improvements would allow for the building (interior and exterior) to have its electrical system, plumbing, HVAC and masonry to be renovated.  Estimated Project Costs are $1,200,000.00.

6)             Two Stage Pumping – This improvement would allow for two stage pumping for the clarification (settling) process required by the OEPA.  Instead of operating the settling basins in parallel two stage pumping would allow the settling basins to be operated in series.  Estimated Project Costs are $1,100,000.00.

7)              Instrumentation System Improvements – This project allows for the renovation of the entire plants operational and monitoring system to be upgraded to include a plant SCADA System.  The Estimated Project Cost is $2,500,000.00.

8)             Berlin Pump Station Improvements – This project would allow for the renovation of MVSD’s existing water pump station and intake tower at the Berlin Reservoir.  The Berlin Reservoir is used as a source of backup water for the Meander Reservoir during droughts.  The Estimated Project Cost is $2,200,000.00.

9)            Miscellaneous Building Repairs – These improvements would allow for window, doors, and masonry work to be repaired and/or replaced.  These improvements are necessary to renovate buildings constructed with the original plant in the early 1930.  The Estimated Project Cost is $2,500,000.00.

10)            Administration Building Renovations – These improvements would allow for the renovation of Administration Offices and Laboratory space in the Administration/Filtration Building.  Originally the Filter Building Renovations were to occur with the Filter System Improvements (Ongoing Project #1 listed above) but the Filter System Improvement Project was scaled back.  Estimated Project Costs are $3,000,000.00.

11)          Distribution Piping Repair & Replacement Improvements – These improvements would call for the repair and/or replacement of distribution piping and valves owned by the District which distributes water to the Cities of Niles and Youngstown and the urban areas of TrumbullMahoning Counties.  The Estimated Project Costs is $3,000,000.00.

Project Cost:

The total project cost for these improvements is an estimated $44,100,000.00.

 

Economic Impact: 

The MVSD Water Treatment facilities serves the City of Niles, Village of McDonald, City of Youngstown along with two other cities (Canfield, Girard) the Village of Lordstown and part of ten (10) Townships in Mahoning and Trumbull Counties consisting of approximately 300,000 customers including many commercial and industrial facilities.

 

Current Status: 3/1/06

Currently funding is scheduled to be sought through the adjustment of rates through the Court of Jurisdiction composed of one judge from Trumbull County and one from Mahoning County of the Court of Common Pleas.  Move to complete designs.  Add 2 recarbonizators, renovate 6 clarifiers and add 2 new clarifiers. FY2007 Appropriations Bill request has been submitted through Congressman Ryan and US Senators Voinovich and DeWine for a total of $2.8 million for this project.
