4TH RANKING ROAD PROJECT

Overview:
The
total project cost is estimated to be $75 million.
Project
Description:
Hubbard
Arterial, MAH‑US62‑0.869, PID# 9566:
The
project plans call for
construction of six miles of four lane limited access highway, with
proposed
alignment from Albert
Street
located in Youngstown, OH,
Mahoning County
to Interstate Route 80 located in Hubbard
Township, Trumbull County. This
project is needed to enhance the
Valley's interstate highway system and to provide system continuity.
Project
Cost:
The
total project cost is
estimated to be $75 million. This figure
includes Right of Way, Relocation and Construction Costs. Demonstration
Project
(DP) and National Highway (NH) funds have been programmed for
right-of-way
costs, $3,600,000 and $3,900,000 respectively.
Economic
Impact:
The
project will enhance and
appreciate the economic climate of the region, which has not seen a
complete
recovery following the demise of the steel industry.
Construction of this project would open up
thousands of acres of undeveloped land for development in the northeast
portion
of the county. This is particularly
important to the economic recovery of the area since the city of Youngstown has
virtually
no land available for development that is not considered a brownfield
site. It
would also provide direct access between Western Pennsylvania and
Eastern Ohio,
specifically Mahoning County and the city of Youngstown.
Current
Status: 1/17/06
The project is
identified in the Long Range Plan of
both the state of Ohio (Access
Ohio)
and Eastgate Regional Council of Governments. It is also listed on the future’s
list of
Eastgate’s Transportation Improvement Plan. To date, the project
has not scored
sufficient points in the state’s ranking process to have received
financial
support.
This
project received federal
appropriations in the amount of $6.1 million in fiscal year 1991. This money has been used for preliminary
design
and environmental studies. It is
currently on Tier II of ODOT’s Transportation Review Advisory
Council Major/New
Construction List. $2,700,000 was
awarded to this project in CY 1999 for FY2003.
Eastgate is the sponsor to complete the Environmental
Document. URS is
completing the study which will lead to a Record of Decision on whether
to
build or not build. $2 million in place from TRAC for final design if
it
decided that project will be built.
Record of Decision has been pushed to 2007.
