Little Squaw Creek
(1st Ranking Sewer Project)

Overview:
Remaining
total
project cost is $8,018,000. Design
engineering is complete. The local
community is seeking $3,672,000 from the federal budget process.
$500,000 has
been secured through Congressman Ryan’s office via the 2005
Omnibus
Appropriation Bill. An additional $174,000 is still available from the
$485,000
from the 2001 Federal VA/HUD bill. The
remaining
cost of $3,672,000 will be covered by local user fees.
Project
Description:
Construction
of the Little Squaw
Creek Interceptor/Belmont Avenue Sanitary Sewer System varying in size
between
18, 15, 10 and 8 inch pipe. Proposal
calls for 32,800 linear feet (aka Little Squaw Creek Interceptor)
constructed
from just north of Tibbetts-Wick
Road to King-Graves Road in Vienna Township. The
interceptor would eliminate 10 existing
private packaging plants.

Economic
Impact:
The
project will dramatically enhance and appreciate the economic climate
of the
region and is considered crucial to the full development of a cargo
airpark
facility at the Youngstown-Warren
Regional Airport. Coupled
with other local initiatives, these
investments are expected to attract industrial and cargo firms to the
Airport. When completed, this project
can attract as many as 5,000 new jobs to the region, accounting for
some $90
million of new payroll. At the same
time, an estimated 8.7 million square feet of new construction can be
accommodated,
valued at $261 million.
Although
in its infancy, Aeropark
is already home to a new Delphi Packard Electric, Timken Latrobe Steel
Distribution, Android Industries and DryTac facilities. These companies
represent 503 jobs that have been created or retained in the Mahoning Valley,
with more announcements expected shortly. To date, the $51 million in
state/federal/local investments has resulted in over $92 million in
private
investment.
Support
of the
Airport also contributes to the Valley’s economy through the
Youngstown Air
Reserve Station. In 2001, the 910th Airlift Wing pumped $73
million
into the local economy, up from $56 million in 2000.
It employs 1,300 military personnel and 200
civilian workers, and uses local firms whenever possible to provide
goods and
services.
Current
Status: 3/1/06
Project
has been funded and
completed up to Klines Farm subdivision.
$565,500 has been spent on design engineering. $311,000 of the 2001 Federal VA/HUD bill was
matched with $254,500 of sewer district funds. There is a total of
$674,000
available for construction. Phase I
would bring the sewer north to just south of State Route 82 at a cost
of
$5,614,000. Phase II would extend the
sewer from just south of S.R. 82 north to King-Graves Road at a cost of
$2,404,000. FY2006 Appropriation request
to Congressman
Ryan and US
Senators Voinovich and DeWine for $3.6 million has been submitted per
the GMV
Legislative Affairs Committee. Project to extend from 193 to
(Crusehood) Rd.
Need local share with reimbursements. Trying to get outline together of
what
can be built with current funds. Need $8
million to get sewer to airport. FY2007 Appropriations Bill request has
been
submitted through Congressman Ryan and US Senators Voinovich and
DeWine
for a total of $3,672,000 for this project.
