Overview:
The
community is
requesting $2.3 million dollars for development of this project.
Project
Description:
This
project has
two phases. Phase I is for the access
from the Center
Street Bridge
to I-680 northbound. The strengths of
this phase include: most simple movement from the site to I-680
northbound,
existing roadway alignments and compatible issues, minimal right of way
requirements, and least amount of roadway improvements.
The challenges of this phase include:
trucks are currently prohibited on Shirley Road
from Poland
to I-680
and this road runs through a residential neighborhood.
Phase
II of the
project uses the existing I-680 southbound ramp to Cooper Street
and adds a new ramp to
deflect truck traffic immediately away from Cooper Street.
This new ramp splits left, off of the exit
ramp, and runs between Cooper
Street and I-680 until it intersects Dewey Avenue.
Trucks could then turn left on Dewey for access to Poland Avenue
and the MRCO site via Center
Street. The
strengths of this phase include: minimization of the use of Shirley Road
by truck traffic, it
requires no additional right of way and it minimizes truck traffic
through
residential neighborhoods. The challenges of this project include:
several
turns on this indirect route to the site and significant retaining wall
construction through residential neighborhoods.

Economic
Impact:
Direct
access
from I-680 to the MRCO. The proposed
plan eventually will include site amenities such as a protected minimum
50 foot
and a recommended 100 foot edge to the Mahoning River
which will can contain non-intrusive development such as bike paths or
viewing
areas that have a minimal impact.
Current
Status: 1/17/06
Congressman Ryan
secured $2 million from the 2004-2005 Transportation Highway
Bill. Federal money in place, local match
and
sponsor needed. ODOT is okay with new
crossing over Mahoning
River
near Cene
property. Need to talk to Mayor of
Youngstown. Special study to be
conducted in 2007.
