Widening of SR 170 From SR 11
Through Calcutta

Overview:
The
community is
requesting $7.63 million dollars for development of this project.
Project
Description:
The
project
begins at SR 11 and extends northward approximately 1.7 miles along
virtually
the existing alignment. Water and sewer was added to this area 15 years
ago. The current three-lane highway was
constructed in 1979; it was built this way to save money and has been a
high
hazard location since. In 1994 a
$300,000 study was completed to examine this area, it concluded that a
five
lane highway is needed. Included in the
construction of this 2007 project would be the complete reconstruction
of the
existing three-lane facility to a five-lane section including curbing
and storm
drainage, signing and pavement marking.
Also included would be the upgrading of the existing
signals at CR 447
Dresden Avenue, CR 455 Challenger Drive, CR 428 St.
Clair Avenue and CR 430 Calcutta Smith Ferry Road.
The
primary
purpose of the project is to alleviate the traffic congestion along the
SR 170
corridor that runs from SR 11 to 0.25 miles north of CR 430. The current Average Daily Traffic (ADT) is in
excess of 18,000 vehicles per day. Five
highly traveled county roads intersect with SR 170 within the project
area. CR 447 has an ADT of 17,000;
CR445, 428 and 424 all have ADT’s near 14,000. The retail nature
of the area
also contributes to the congestion due to the many ingress and egress
points
along the corridor.
The
Ohio
Department of Transportation (ODOT) has a consultant under contract for
both
the environmental and design phases of the project; both have been
completed as
of 12/04. The total estimated project
cost is $7.63 million with construction scheduled for state fiscal year
2007.

Economic
Impact:
This
section of
highway is listed on Ohio’s
top 100 accident areas. This project
would eliminate serious safety concerns.
The current congestion would be remedied to allow
additional economic
development in the area.
Current
Status: 1/17/06
The
project's
design and environmental study is completed. A $2.5 million dollar
request from
2004-2005 Highway Transportation Bill, through Rep. Strickland's office
has
been awarded. ODOT has promised the
remaining $5 million (per Gordon Proctor/ODOT Dir.), since this project
has
been placed on a high profile track (above stated safety priorities).
Project
is now estimated to cost $10 million. $2 million was received from
TEA-LU Bill.
Build to start in 2007.
